No. If the Razer dies with its second triggered ability, that ability will be put on the stack, see the exiled cards associated with that object (which didn't change due to ability loss), and return them.
Actually, I have my doubts about the lands returning. The two abilities are linked, obviously, but does the loss of the abilities, and later regaining them, make those regained abilities new instances? If so, then the new instance of the second ability should not be linked to the old instance of the first ability.
607.2a If an object has an activated or triggered ability printed on it that instructs a player to exile one or more cards and an ability printed on it that refers either to “the exiled cards” or to cards “exiled with [this object],” these abilities are linked. The second ability refers only to cards in the exile zone that were put there as a result of an instruction to exile them in the first ability.

No. When an object loses an ability for a time (as with Sudden Spoiling), it's merely disabledhidden for that time. The effect that makes that object lose an instance of an ability is an effect described in C.R. 613.1f and works instantaneously but only while it's active (C.R. 613.5, 611.2a, 611.3b), and when the effect wears off, the object regains all instances of abilities that were disabledhidden solely due to that effect. (The layer concept suggests that effects that remove abilities are layered on top of "the actual object" [C.R. 613.1, 613.1f].) The regained instances are not new "instances" of abilities within the meaning of C.R. 113.2c, since the object would have those instances in the absence of that effect. (Compare with phasing, where a phased-out permanent is treated, for most purposes, as though it didn't exist [C.R. 702.26b], but once phased in is the same permanent as before it was phased out [C.R. 702.26c-d]. Likewise, abilities removed by a continuous effect like Sudden Spoiling's are treated as though they didn't existhidden [C.R. 613.5, 613.1f], but once those effects end, are the same abilities as before they were removed this way.)

EDIT (Oct. 25, 2021): Some rules were renumbered in the meantime.
All we need now is for the rules to actually reflect this decision.
What's to reflect?
From the time Realm Razer enters the battlefield until Sudden Spoiling is cast: Those are the abilities Realm Razer has due to being printed on the card. [CR 207.1] (Well, technically appearing as its Oracle text.)
From the time Sudden Spoiling is cast until it resolves: Those are the abilities Realm Razer has due to being printed on the card. [CR 207.1]
After Sudden Spoiling expires: Those are the abilities Realm Razer has due to being printed on the card. [CR 207.1]
I'm not seeing a difference here.
Contrast this to a Vesuvan Doppelganger that started as a copy of Realm Razer and spent some time as something else. The ability pairs would be something like
Those are the abilities it has due to being copied at 14:35:02 (the time of initial entry).
Those are the abilities it has due to being copied at 14:43:17 (the time of the most recent upkeep copy).
Rule 607.5 establishes that the second pair is not linked to the first pair.

Player 1 plays realm razor . so all lands are gone.
Player 2 then later cast Sudden Spoiling . But Realm Razor doesn't die that turn
If that realm razor now leaves the battlefield are those lands gone because he lost all abilities at a earlier time?
No. If the Razer dies with its second triggered ability, that ability will be put on the stack, see the exiled cards associated with that object (which didn't change due to ability loss), and return them.
